AppasÄdapavedanÄ«yasutta A Proclamation of No Confidence
āAį¹į¹hahi, bhikkhave, dhammehi samannÄgatassa bhikkhuno Äkaį¹
khamÄnÄ upÄsakÄ appasÄdaį¹ pavedeyyuį¹. āMendicants, the lay followers may, if they wish, make a proclamation of no confidence in a mendicant who has eight qualities.

GihÄ«naį¹ alÄbhÄya parisakkati, gihÄ«naį¹ anatthÄya parisakkati, gihÄ« akkosati paribhÄsati, gihÄ« gihÄ«hi bhedeti, buddhassa avaį¹į¹aį¹ bhÄsati, dhammassa avaį¹į¹aį¹ bhÄsati, saį¹
ghassa avaį¹į¹aį¹ bhÄsati, agocare ca naį¹ passanti. They try to prevent laypeople from getting material things. They try to harm laypeople. They insult and abuse laypeople. They divide lay people against each other. They criticize the Buddha, the teaching, and the Saį¹
gha. Theyāre seen at an inappropriate place for collecting alms.
Imehi kho, bhikkhave, aį¹į¹hahi dhammehi samannÄgatassa bhikkhuno Äkaį¹
